Ghosts of Mars

How can a movie simultaneously have something and absolutely nothing happen?
The only thing more generic and boring than the dialog were the action scenes. 
Did Carpenter use all the rehearsal footage? Because it didn’t feel like any of the actors were giving even 50%.
