Fairly typical knockoff TERMINATOR, or maybe UNIVERSAL SOLDIER.
It is not the worst to be sure, and throwing in a sort of subplot about arm wrestling was… unique.
Read that there was a helicopter stunt accident that claimed a couple lives. That is a damn shame. Forget the absolute tragedy of it, but going out on a film like this… Just makes it sting more.

How It Feels
Read from this film's synopsis, keywords and credits, and used to work out what it sits beside.
A lean, propulsive cyborg action vehicle that prioritizes relentless pursuit and visceral combat over narrative depth. It's a brisk exercise in 80s sci-fi schlock with clear stakes and committed physical spectacle.
